Support hosts in range defined by HCI specification.

The HCI specification rules that the values ‘03’ to ‘7F’ are RFU.
The values '80' to 'BF', for the dynamically allocated hosts IDs, and
'C0' to 'FF', for proprietaries hosts IDs, shall be used instead.

The reset_host and inactive_host were managed assuming SEs have consecutive
HID and respectively HID of index 0x2 and 0x3 (RFU range).

Test: Check activation of both uicc and eSE.
