Remove NFCC triggerred reset notification when casimir is turned on
In the spec, DH starts initialization, but for the current impl, reset
notification is sent from NFCC. And also, at that moment, DH isn't
ready, so DH mostly doesn't handles any packet before it initiates the
connection. And it sometimes causes very subtle error due to partial
packet.

Test: adding sleep before notification, and check if there is no nfc
