Fixing the BandwidthController unit test The BandwidthController unit test cannot directly use gCtrl->trafficCtrl to check if the bpf stats feature is avaliable. Rewrite the getBpfStatsStatus() function of BandwidthController so it is also functioning when in BandwidthController unit tests.
