kernel_test: fail VTS on unsupported RiscV

While RiscV is build tested by TreeHugger, it isn't boot tested,
as such we cannot be expected to actually support it.

Furthermore, I don't think we want to support the ample
variation non-GKI kernels would provide...
support for RiscV gki was recently removed from android-mainline.

See build failure on aosp_cf_riscv64_phone-trunk_staging-userdebug:aosp-main:

(which would fail to boot)
