netd.rc: add 1GB memlock limit

  //packages/modules/Connectivity/bpf/loader/netbpfload.35rc

Vague memory recalls that there is some CAP_IPC_LOCK doesn't work
issue on *some* kernel versions, and this *might* be needed.

This is a temporary hack, if this fixes:
  v2/android-gsi/boot_test_udc_pixel8
  v2/android-gsi/boot_test_udc_pixel7
  v2/android-gsi/boot_test_tm_pixel7
boot issues, we should find an alternative that works on V too...
