libmeminfo: Blacklist [vectors] VMA

On ARM32, [vectors] resides outside of the pagemap range and causes
maps parsing to fail.  Since we are not really interested in this VMA's
memory usage, blacklist it to fix the parsing issue.

Test: Run librank on an ARM32 device.
