liblog: don't retry opening /dev/pmsg0 if open() fails If the first call to open() /dev/pmsg0 fails, then the device likely does not have pmsg, so do not try opening it again. Bug: 171526764 Test: pmsg tests work Change-Id: I10083e12ca18e16c4ceaa9c5a0807f593b3402b8
