RuntimeInfo::fetchAllInformation does not error.

Client of libvintf may have less permissions than
libvintf expects, so it doesn't make sense to disable
the whole RuntimeInfo API. For cts, untrusted_app
cannot read /proc/config.gz and sepolicy files, but it can
still do uname() etc.
