Remove debug.display.render_frame_rate_is_physical_refresh_rate

There are other sysprops in SurfaceFlingerProperties that can
be used instead of this one:
 * SurfaceFlingerProperties.enable_frame_rate_override
 * SurfaceFlingerProperties.frame_rate_override_for_native_rates
 * SurfaceFlingerProperties.frame_rate_override_global
