PlatformPropeties: Add properties for start/stop supplicant
These are used by the wifi stack to manualy start/stop the supplicant
daemon on devices running older versions of HAL. Since wifi is going to
become a mainline module, it cannot use
"SystemProperties.set("ctl.start", "supplicant")"
