libfmq: Make dupeDesc const Allows the Rust `dupe_desc` to take a regular, non-mut ref which keeps mutable refs out of downstream getters. Test: atest --host fmq_unit_tests Change-Id: I2b60ca8844528a67cda58c281bfaa8fde134b60e
