Add prebuilts for perfetto_hprof dependencies. These are static libs that communicates with Perfetto using serialised protobufs over fd's and in shared memory. Even so, it is a stable ABI (https://perfetto.dev/docs/design-docs/api-and-abi#tracing-protocol-abi). Test: build/soong/scripts/build-aml-prebuilts.sh platform-mainline-sdk unzip the zip file in a master-art tree without external/perfetto and build com.android.art Bug: 179915934 Change-Id: Ia12b8fe3a45188e28a786e7ed901a52d89d5e8cf
