[ATFT] Add auto processing for key files. If you specify KEY_DIR in config file, the tool would periodically check for unprocessed key bundles in that folder and store that to the connected ATFA device. Change-Id: I00a5c4a4e4616ee2af561fd3adaa6a17a821a45a Test: Unit tests Bug: 117161528
