DO NOT MERGE: Disable apexer_test on sc-dev apexer_test depends on JDK version used during build which may not align with that used in the test environment where a single version of JDK is used across branches. Bundling JDK inside test package is theoretically feasible but prohibitively expensive due to size of JDK and associated cost of storage, bandwidth, latency etc. Longer time fix should be integrating apexer_test as part of the build process.
