Clarify requireSharedApexLibs scope. This field is effectively used as a boolean in the platform. However it might be a handy place to store metadata about which libraries have been trimmed from the apex. Bug: 187228151 Test: n/a Change-Id: I4214450238881a6578beb69f73d23cbb27cde851
