Update test certs for CertBlocklistTest

Cherry-pick Note:  No functional change on older releases or branches,
but this change handles the case if a modern BoringSSL is present
(e.g. via the Conscrypt module) which will reject these certs.

HOWEVER this is a modified version of https://r.android.com/2653920 to
handle the fact that filenames were changed between Android 11 and 12
for inclusive language reasons.  Therefore SUBMIT after
https://r.android.com/2653920 to avoid merge conflicts.

Merged from upstream PR #1108

Previous certs had invalid date fields and no instructions for how to
recreate.
