Update VNDK snapshot v27 to build 4641219.
Taken from branch oc-mr1-treble-dev.
Fixes include:
1) Use versioned VNDK directories for libhidlbase.so,
libhidltransport.so, libRSCpuRef.so
2) Add /system/${LIB}/extractors to permitted paths of system
default namespace in linker config file
Test: Install snapshot to P system.img and flash this to O-MR1
device, make sure camera, wifi, bluetooth etc works.
