New version of api-generator tool
The new version produces api-versions.xml file with API removal
information. The format of the file is backward compatible.
The jar was produced by running "gradlew jar" in misc/api-generator
directory of a clone of
https://googleplex-android.git.corp.google.com/platform/tools/base git
repository.
Test: api-generator was tested as part of ag/2298689
