Fix artifacts for maven central deployment. Fix pom to include all required sections. renamed source zip to match artifact name conventions. Added javadoc artifact (same as the original one). Finally, added a text file with the maven command to deploy the artifact manually. Change-Id: Ifb08194ca6bc375c13324578fec4bbbf35234c57
