enable renderscript build in PDK by using prebuilt llvm-rs-cc - PDK did not include llvm-rs-cc source and things break in partner side when renderscript stuff is built - pdk/apps/TestingCamera now uses RS Change-Id: I98f78ae2d0596f3171f8b11c5cb91955f3cec41b
