Don't install tools for PDKs

When TARGET_BUILD_PDK is set ACP is modified from
$(HOST_OUT_EXECUTABLES), breaking the check for new vs. old build/
directories.  Use the new USE_PREBUILT_SDK_TOOLS_IN_PLACE flag instead.

Re-applying I9b222d4ae862ac102a92e6e72fe5878293ce3ce1 with inverted
logic fixed.
