Move all the dlls dependencies to bin/ for windows prebuilts. Bug: 34273721 - Windows does NOT search for lib/ for dependencies by default. Moving dlls to be with the exes. Change-Id: If3771e91a1bbf6da63630475bb4f1cad462e1b74
