Replace --skip-make with --soong-only --skip-config --skip-make has confusing behavior, it will run a kati ninja file if a previous build created the .kati_enabled marker file. Use --soong-only --skip-config instead. Test: manual Change-Id: Iba3cfbadf2f9d6cc0ed6928e1e5ba77f61bad880
