Update bazel version to latest nightly. This incorporates a small change in behavior that allows null custom_package in android_binary rules. Test: bazel info; ./build/bazel/scripts/run_presubmits.sh Change-Id: I5df938559bc05d242e8c4c42e16dc0669e27d877
Refer to the linux-x86_64 README for instructions to update both the linux and darwin Bazel binaries together.
