Fix typo with known failure skip

I used chat to move the regex from my laptop to my workstation and it
stripped the * out of the string.  Put them back.

Will test with manual inspection of presubmit logs.

Also had to update this cherry pick to remove obsolete skips and make the safetyhub skip more specific

Because these skips are unique to rvc-qpr-dev do not merge them up the tree.

Test: yes, manual inspection
