Handle offset vSyncIds between transactions and layers trace

The vSyncId between the layers trace and the transaction trace can sometimes be offset by 1 due to timing differences, so we want to consider all vSyncIds between the last and current layers entry to find the entry in which start and finish transition transactions were applied.

Test: make sure FaaS finds an associated layers entry when vsyncIds are off by 1
