Show only interesting regions in diff images.
At this point, even if a test specified interesting regions, the diff
image shows the image diff for the whole actual/golden images. This
might be distracting. This CL makes changes to display diffs for only
interesting regions.

Test: Unit tests (but triggered a test failure on purpose).
Open http://ab/I88400010069761821 and click `Update scuba goldens`.
We could see one test with interesting regions failed with the partial
diff image (test name: SimpleTest_testRegionScreenDiff_fail)
