Update the preupload hooks for this repo. * Sort Java imports. * google-java-format/-diff are specified in the global preupload config. * Don't specifically call out files for checkstyle; apply it to all. Test: none Bug: 257533056 Change-Id: I91c87cfe269de154f98db590d71bd67e3aa2bbfe
