Add rules for WM trace based flicker detection.

Pending: Tests for the new rules.

Test: am instrument -w -r  -e class android.platform.test.scenario.clock.OpenAppFlickerMicrobenchmark
      -e listener android.device.collectors.AppStartupListener -e iterations 1 -e wm-trace-directory-root
