Fix multiple bug report case for metric helper
This change updates what is considered to be a bugreport in the
/bugreports directory from containing "zip" in the name to ending with
"zip", as there seem to be some race conditions where a temporary file
(e.g. "bugreport-oriole-MAIN-2024-02-09-17-33-16-zip.tmp") breaks metric
collection.
Test: Run health/bugreport/capturebugreport and verify that per-section
duration metrics exist.
