Ensure phone account settings is accessible when SIP not supported. On single-sim devices which don't support SIP, it is important for the phone account selection screen to still be available. That screen already hides the SIP settings if SIP is not supported. Test: Manual; disabled SIP on device build. Change-Id: I5f3e7d94b6ebca9b4848cfd51c88d66cb12a840a Fixes: 63842609
