Add control for enable/disable N1_MODE_CAPABILITY

Use KEY_CARRIER_NR_AVAILABILITIES_INT_ARRAY config to enable/disable
N1_MODE_CAPABILITY in IKE_AUTH request.

Test: The UE doesn't send the N1_MODE_CAPABILITY to server when there is
no NR_SA capability
