Save car telemetry data at reboot and shutdown

Note that the broadcast is received for user initiated shutdown and
reboots, so the adb command to use is
$ adb shell svc power [shutdown|reboot]

"adb reboot" does not work because it enters reboot without killing
processes or unmounting filesystems

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
