Don't use 0 entry timeouts for Android/ and root paths. These are accessible to all apps, and therefore don't have to be invalidated. Bug: 137890172 Test: On PUBG launch, no continuous /0 and /0/Android lookups Change-Id: Ia60e5ce503a9547a61860a796586afa87d408c2b
