Turn on verbose logging to debug flaky test cases We have some flaky test cases about recurrent event that fail sometime in nexus9, turn on DEBUG_INSTANCES flag for more logging. ag/729934 turn on verbose logging when running cts. Bug: 22449592 Change-Id: I728a07fa41251a92aa3d786932dddf7cfbc433df
