Specify recovery property in adbd_system_api_recovery

So that the module's deps are correctly installed in the recovery
partition if the phony module is listed as deps of the filesystem
module.

Test: build/soong/scripts/soong_only_diff_test.py cf_x86_64_pixel_npi
