Indicate configuration change when domain name changes

When comparing the existing enterprise configuration
and new configuration for credential change, check if
domain name is changed. If changed, mark it as credential
changed.

Test: atest WifiConfigurationUtilTest.java
Test: Manual - Tried connecting to EAP-TLS network with wrong
domain name. Connection fails. Corrected the domain name from
network details. Connected to AP successfully.
