[CTS-V Migration] Replace current Wi-Fi utility adb commands with MBS WiFi APIs. * Build all Wi-Fi snippets in one snippet apk, and use this apk in Wi-Fi aware tests. * Include the WifiManagerSnippet from Mobly bundled snippets to the new snippet apk. * Move general python utility functions to `tests/hostsidetests/multidevices/test/wifi_test_utils.py`.
