wifi: Query available channel after boot complete

The APi: getChannelsMhzForBand will be stuck if invoke during wificond
init. It will increase the boot time.

Handle update available channel list in Softapcapability after boot
complete to avoid stuck case.

Also fix: SoftApCapability updated but it doesn't update to caller.
(This bug only happen on master, no issue on rvc-dev)
