Reset CNT_CONSECUTIVE_CONNECTION_FAILURE after IP config success
CNT_CONSECUTIVE_CONNECTION_FAILURE is reset incorrectly for the
following cases
1) auth timeout followed by a local-generated disconnection
2) non-local-generate disconnection in the middle of connection attempt
The change is to reset this counter only after IP configuration success.
Test: atest com.android.server.wifi and manual test with a SAP which
always disconnects STA during 4-way HS.
