Add AuthFsTestRule to facilitate authfs benchmark addition

This CL adds a new test rule for authfs so that we can reuse the
existing setup in AuthFsHostTest when adding new authfs benchmark
tests. This is only an initial commit. We will extract more common
part into this rule when the work progresses.

A PoC benchmark test: aosp/2162317
