virtmgr: balloon compaction: poll more often, 1s -> 50ms

The VM isn't very usable while the balloon is fully inflated, so try to
deflate sooner.

Test: launch VM app, set sysprop, see lower memory usage

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
