vm: Fix hangs at vm info When VitualizationService::new() is called, it sets the foreground process group. It cannot be set multiple times, so the `vm info` hangs. This CL fixes the issue by not creating virtmgr multiple times. We wouldn't need virtmgr more than one, so this also saves resources.
