libdts: Support non-static DTC

Fall back to 'dtc' when 'dtc_static' is not available e.g. when running
tests on the (ADB) host.

Test: - # ToT doesn't currently support host-side tests using libdts
Flag: EXEMPT tests

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
