vmbase: Use arch-agnostic MmuOps for MemoryTracker

Use a Rust Trait instead of module-based polymorphism, to formalize the
interface between the architecture-agnostic MemoryTracker and the
architecture specific PageTable structs, simplifying future support for
other platforms.

Note: No functional change intended.
