Revert^2 "pvmfw: Add fixed-digest RBP for desktop TEE VM"

This re-applies commit e1d9e8fdd7e37670bcb844dbfbf76305dd90ff50.

Reason for revert: fallback provided when desktop_trusty_vbmeta_digest
  (device/google/desktop/prebuilts) is missing e.g. b/435050394 and
  b/434188220.

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
