Revert "forwarder_guest_launcher doesn't rely on csv format" This reverts commit 815945802292bad0b0fb6fcab46894b1b8cd2842. Reason for revert: With this change, related feature(listening ports) aren't working well sometimes. Needs to revert first, and reland again with the fix.
