Revert "forwarder_guest_launcher doesn't rely on csv format"

This reverts commit 815945802292bad0b0fb6fcab46894b1b8cd2842.

Reason for revert: With this change, related feature(listening ports) aren't working well sometimes. Needs to revert first, and reland again with the fix.

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
