TenancyConfig is wellformed & validate tenant apks

The patch does:
1. TenancyConfig validation: Defines what constitutes a well-formed config &
   reject a multitenant VM configuration that does not adhere to this.
2. Validate each tenant apk against these expectations defined by [1]
