Shutdown all VMs upon reboot or shutdown

Bug: 425867970
Test: setprop sys.shutdown.requested reboot
observe that ongoing VMs are killed
Test: run some VMs, kill virtualizationservice, and trigger shutdown.
virtualizationservice is started and the VMs are killed.
Flag: EXEMPT bug fix

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
