Shutdown all VMs upon reboot or shutdown Bug: 425867970 Test: setprop sys.shutdown.requested reboot observe that ongoing VMs are killed Test: run some VMs, kill virtualizationservice, and trigger shutdown. virtualizationservice is started and the VMs are killed.
