Honor all existing flags in rust implementation
- For flags that have already reached nextfood, checks them at startup
as the rust implementation should never see them as false.
- For flags that are not yet rolled out, checks them when resolving the
passed configuration.
Also addresses a small TODO about resolving the target process name.
